How to publish my artifacts

Hi folks,

I uploaded org.apache.fulcrum:fulcrum-upload:1.0.5 to the
m2-ibiblio-rsync-repository directory but it failed to appear in the
central repo.

I've been told by Infra that this method is not supported anymore as
this directory is no longer synced. How do I get my artifacts published
now? The release vote has been successful. Do I need to release with
Nexus again?
