Add user must restart issue

Hi all,
I am wondering if anybody has a same problem with me. I use Jetty
6.0.2 as the app container for slide.war. I turned on the
authentication. Following the instruction shown on
http://jakarta.apache.org/slide/howto-create-users.html, I can add
user and role. However to login as this new user I have to restart
jetty/slide. So I have now a situation where everytime I add a user I
have to restart jetty/slide. Is this common?  If not, how to fix it?
