[TEST] Apache Struts 6.3.0-RC1 test build is read

Hello,

This is another minor version of Struts 6.x series, yet it includes
the Apache Struts tiles code base instead of depending on the outdated
libraries. Please take the time and test the bits - any help is
appreciated. Please report any problems you will spot.
