My bad the filter mapping has changed from /struts/*.

<filter-mapping>
      <filter-name>struts2</filter-name>
      <url-pattern>/static/*</url-pattern>
</filter-mapping>

....Although the docs don't mention this, if you app is bigger and only 
filter on the .action you need to map the static.

<filter-mapping>
      <filter-name>struts2</filter-name>
      <url-pattern>*.action</url-pattern>
</filter-mapping>

<filter-mapping>
      <filter-name>struts2</filter-name>
      <url-pattern>/static/*</url-pattern>
</filter-mapping>
