Log:
Applying Bjorn's patch for Bug 31789, bringing Justyna's patch r218351 over from the 1.0.x 
branch.  Justyna noted that Commons EL needs to be modified to use this solution, but I 
think that was with the view that JSTL 1.1 would depend on Commons EL - which it does 
not (yet).  Still - this solution also needs to be applied to Commons EL. This solution 
adds an extract of code from Commons Collections
