Thanks for the help.
I didn't think the order of the attributes should make any difference, but I
made both the suggestions you made but unfortunately, no difference.

Anything else I can try?

The web-app entry in web.xml looks incorrect change it to the following:

Also change the taglib URI declaration to this:

<%@ taglib prefix="c" uri="http://java.sun.com/jsp/jstl/core"; %>
