[PR] Upgrade Underscore.js to version 1.13.6 [tapestry -5]

   Tapestry uses [Underscore.js](http://underscorejs.org/) version 1.8.3, which is more than eight years old (April 2015) and includes some security vulnerabilities. I would like to upgrade it to the latest version, which is currently 1.13.6, to fix the security issues.
   
   It would be great to include this change in the next bug fix version of Tapestry, 5.8.4.
