[VOTE][LAZY] RC Turbine Parent 6 based on staged repository

Hi all,

a release candidate for the Turbine Parent Component, version 6 has been 
prepared.

- fixes Javadoc doclint and docu links for Java 8
- Plugin Updates are Surefire-Plugin to 3.0.0-M3, PMD plugin to 3.12.0, 
Javadoc to 3.1.0, Java compiler to 3.8.0, wagon-ssh to 3.3.2.
- add (optional)jacoco plugin version 0.8.4, i.e. ${turbine.jacoco.skip} 
is true by default.
- moved and updated plugin Owasp 5.1.1 from Turbine Core/Fulcrum 
components, making this a default requirement for releasing any 
turbine/fulcrum component.
- define ${turbine.log4j2.version}, currently 2.12.0
