Hi Turbine community,

a new release candidate of the Turbine parent POM has been prepared and is 

open for lazy voting.

- Contains updated shared dependencies (apache parent from 20 to23, minor 
version updates javadoc to 3.2.0, site to 3.8.2, log4j2 to 2.213.3, patch 
updates for plugins compiler, findbugs, rat, surefire).
- dependency-check-maven and jacoco plugins now moved up (from turbine 
trunk). 
- cobertura plugin is now like in commons parent an (optional) profile, 
jacoco is the default coverage tool for java 8.
- provides a java 12 profile
