The Turbine PMC agreed (quite some time ago, years) to handle Turbine 
parents changes as lazy, and used to do it this way. 

But this is really better done as a "lazy consensus" instead, and will 
then be no "release" as I understand you (explained here: 
https://community.apache.org/committers/lazyConsensus.html).

As Turbine parents are technical a released component, we should switch 
/have to handle it like a regular release IMO.

For this (and as I can remember for the older lazy consents also) we 
received indeed 3 +1 - and did a "kind of release" follow-up. We may use 
in future either a [LAZY][CONSENT] or for this particular component IMO 
just perform a normal release voting.

Hi,

Release votes cannot be lazy votes, for something to be called an ASF 
release it needs a minimum of 3 +1 votes by PMC members.
