   - Integrates docker capabilities for testing with a docker db and app configuration. 
   - tested with turbine 5.1-SNAPSHOT and torque-5.1-SNAPSHOT, java 8 and java 11
   - Tested docker and host based versions
   - the current environment is affected like this:
   - Jetty Maven Plugin was upgraded to 9.4.43.v20210629 and moved to profile Jetty in pom.xml, documentation changed.
   - A dynamically generated  jetty-env.xml is now used and has to be declared in pom,  and is in target/<project.finalname>/WEB-INF.
   - All the other Jetty web resources still are in /src/main/webapp.
   - Using now Jakarta Xml.bind-api instead of jaxb and set metadata-complete in web.xml
