Turbine Migration

Hi all,

while doing the migration it occurred that when generating the asf-site 
branches the public web sites are already get updated. This is good (works 
as expected), but I did not realize, that I have not to trigger a ticket 
and work is done only partially. As INFRA support is needed for next steps 
(see issue) I raised the task priority to major in 
https://issues.apache.org/jira/browse/INFRA-22176. Feel free to read, 
what's going on and support the issue by voting/ watching/ adding a 
comment !

P.S. As I am not indoors/in workplace tomorrow and the weekend updating by 
adding more fulcrum asf-site branches has to wait until next week. Most 
important and hopefully turbine-core and fulcrum-site will be clean until 
then to be able to create an asf-site branch as well, if we want not think 
about workarounds ..
