[VOTE][LAZY] Release turbine-parent-assembly based on staged repository v 1.0.2

Hi folks,

I cite Thomas, who said in a previous call for voting on this kind of 
release artifact:

"I'm calling for a lazy vote here as this is just a build-support
artifact. So if no one objects within 72 hours, I consider this vote 
passed.

This release contains an update to the apache parent pom (v.23) and 
updates to the latest assembly xsd version in descriptor files (v2.1.0). 

It is still in svn, but we should migrate it to git before the next 
release.
