[VOTE] Release turbine-parent v10 based on staged repository

Hi Turbine devs,

a new Turbine Parent POM release candidate has been prepared: version 10.

Fixed Bugs:
o Security patch CVE-2021-44228, update log4j2 to 2.16.0

Changes:
o Activate dependency check/scan in profile apache-release only.
o Use plugin spotbugs-maven-plugin 4.2.0 in java 11/12 profile
o Update apache pom v24, removed maven3 profile, disable dependency 
check/scan by default, update site header
o Rename Readme.txt to README.md
o Added owasp profile
