[VOTE] Release turbine-parent v12 based on staged repository

Hi Turbine devs,

a new Turbine Parent POM release candidate has been prepared: version 12.

N.B. If you do a checkout for a tag, you are in detached head mode, as you

Changes in this version include:

Changes::
o Update log4j2 to 2.20.0
o Activate bom generation with cyclonedx plugin in profile apache-release.
o Deactivate profile java > 12.
o Update to parent apache pom v29.
o Update taglist-maven-plugin from 2.4 to 3.0.0.
o Exclude jacoco if jvm > 18
o Minor version dependency and plugin updates

This version still supports Java 11.
