[VOTE] Release candidate fulcrum-parser v4.0.0 based on staged repository

Hi Turbine devs,

a new Turbine Parser release candidate has been prepared.

Tag: fulcrum-parser-4.0.0-candidate

Update or clone the repo, then checkout the candidate :

git checkout fulcrum-parser-4.0.0-candidate

N.B. If you do a checkout for a tag, you are in detached head mode, as you

have no branch to work on.

Main changes in this version are:

o Use Turbine parent pom v13

o Use Jakarta Servlet

This version requires Java 17.
