Finally: JCS 1.3

With much relief I am finally able to announce that the JCS 1.3 jars are
now available in the respective repositories of maven-1 and maven-2. The
faulty maven-1-POM has been fixed and replaced in the repository. Thanks
to all who have helped, one way or another.
