Re: [VOTE] Release Apache Maven version 3.9.15

They're a couple of open issues that should probably be looked at including

If neither is blocking, or they're moot, fine. But 11927 does seem
like it might be a real problem we should fix before release. Possibly
it's been done in another PR, I'm not sure.
