Re: state of Maven 4 API, extracted from "Re: [Discussion] Is Maven 4.0.0 ready for release?"

remember the thread:
- Maven 4 API is experimental for Maven 4.0.x
- Maven 4.0.x is about getting usual Maven 3 plugins working seamlessly (or clearly document if any plugin definitively cannot run for a good reason)

but I'll improve the report to get more clarity :)
