Verified on macOS, reference toolchain Maven 3.9.16 / Temurin 11, isolated local repo:
- source-release + POM signatures GOOD (hboutemy, key FA77...C06A from the ATR KEYS, which resolves again); source-release.zip sha512 matches, .pom sha1 matches.
- Diff apache-38..apache-39: plugin bumps (dependency 3.11.0, enforcer 3.6.3, site 3.22.0, surefire 3.5.6) plus opt-in ATR plumbing (atr-maven-plugin in pluginManagement, push-to-atr profile, .asf.yaml metadata) - none in a default-bound execution.
- apache:39 resolves and is consumed transitively from staging by a maven-parent:49 consumer build that completes BUILD SUCCESS.
