[REVIEW REQUEST] MSHADE-374 Exclude test shading when shadeTestJar is enabled

Dear Apache Maven community,

I hope I'm reaching out to the right mailing list. Last year, I opened a PR
that fixes MSHADE-374 <https://issues.apache.org/jira/browse/MSHADE-374>,
and adds an integration test. A month ago I rebased the PR to the latest
commits and resolved some conflicts. All checks passed. Could someone
review the PR https://github.com/apache/maven-shade-plugin/pull/772, please?

I looked around a bit for a way to find reviewers, and the closest I could
find was a discussion from January
<https://lists.apache.org/thread/om07h7r4chgs734xtkks94sttq2dv8mz>. I'm not
an Apache Maven committer, so I cannot request reviews from specific people
on the PR. So I hope it's ok to ask for a review here on the dev mailing
list.
