Hi,
I think the original reason is that Doxia is an aggregator for multiple reactors:
- https://maven.apache.org/doxia/doxia-sitetools/
- https://maven.apache.org/doxia/doxia-tools
- https://maven.apache.org/doxia/doxia/

So moving this would require setting up some redirects…
