Milos Kleint resolved MEVENIDE-432.

    Fix Version/s:     (was: NB_2.4)
                   NB_3.1

the minimal size beyond which the panel doesn't shrink is determined by the label at the top.
I've fixed some issue with vertical list resizing when the panel expands.
I don't think it's worth keeping the issue open.
