After further investigation, it seems that 'bundle' projects without a 'super' pom can Build just fine in NetBeans' embedded Maven.
However, Run/Debug is still not functional.

Checkout this project:
https://scm.ops4j.org/repos/ops4j/laboratory/users/ceefour/pax-script/trunk

it builds fine with NetBeans/Maven but Run/Debug is not working.

I'll find a 'bundle' project that doesn't build with NetBeans/Maven.
