[mevenide-user] snapshot version ignore repository location

No matter what I have in my settings.xml and also in the maven 2
options, the embedded maven only uses %HOME%/.m2/repository as
repository location when executing a build.

The strange part is that for everything except builds, the configured
repository seems to be used.
