Well, I removed the <executions> from the build which is empty
<executions>
<execution>
<goals>
<goal>exec</goal>
</goals>
</execution>
</executions>
And now it works. The error message actually makes sense, because there
is no sense having an <executions> without a phase, or is there?

I would say that's indeed a bug in the 2.1 embedder. Which hudson
build version are you using? I've recently upgraded the embedder
binaries.
