Isn't your bug a duplicate of this: http://www.netbeans.org/issues/show_bug.cgi?id=44035 which has a lot more votes ? It's basically the same thing: having a project-scope library so that we can attach source to binary jars. They'll probably also provide an API for this so maybe Maven support will follow afterwards.
