extra-enforcer-rules requirePropertyDiverges broken with latest Maven 4 SNAPSHOT

Hi,

I am not sure whether is a Maven 4 or an extra-enforcer-rule problem. With the latest Maven 4 SNAPSHOT, the rule requirePropertyDiverges does break. I built a reproducer at https://github.com/mfriedenhagen/maven4-extra-enforcer
