Hi,

* This is reproducible with Maven 4 RC 4 as well.
* I created https://github.com/mojohaus/extra-enforcer-rules/issues/327 and bisected the maven-core.
* extra-enforcer-rules ITs started to „break“ as of https://github.com/apache/maven/commit/3ba8f2d which introduced a lot of changes how XML is parsed, some cosmetic (record vs. class).
* I am not completely sure whether this should „only“ be fixed in the extra-enforcer-rules, though.
