Maven 3.8.x - EOL

Hi,

Last time we released a 3.8.9 Maven version,
as we announced in releases [1] it will be the latest version for the
3.8.x line.

I have prepared a documentation update [2] which removes 3.8.x from
the download page [3]
Additionally version 3.8.9 will be also removed from distribution space [4]

All older version will be always available at Maven Central and ASF archive [5]

The plan is:
 - at the and of October 2025 documentation / download page will be updated
 - at the and of November 2025 3.8.9 will be removed from ASF download
distribution [4]
