[VOTE] Retire Maven Stage & Maven Verifier Plugins

Hi,

It's been over 10 years since these plugins were last released. They
had limited features and never gained any adoption.

https://maven.apache.org/plugins/maven-verifier-plugin/

Therefore, I propose deprecating these plugins without releasing
further versions.

If this vote is successful I will not_make the final release of the plugins.
The source code repository will get archived, meaning it's read only
in the future.
