[VOTE] Retire maven-doxia-book-maven-plugin

Hi,

The "maven-doxia-book-maven-plugin" [1] has not received any functional 
change since years (only things like upgrading parent versions etc.). 
The related "maven-doxia-book-renderer" [2] got retired in September 2025.

I therefore propose that we retire maven-doxia-book-maven-plugin.
I would like to skip doing a final retirement release as it seems that 
there was never one. The lists of git tags is empty and neither 
"https://central.sonatype.com/" nor 
"https://mvnrepository.com/repos/central" list this plugin, when you 
search for the artifact ID.
Therefore I would only update the GitHub repository, related sites and 
after that ask INFRA to archive it.


If this vote is successful I will do the steps mentioned above, making
it clear on the plugin site that it has been retired. After that the 
source code
repository will get archived, meaning it's read only in the future.
