[VOTE] Release Velocity Master version 8, take 3

Hi.

Please vote for the release of this new RC of velocity-master release 8.

I recall that the plan is to also release velocity-master release 9 
afterwards targeting a newer java version. The master version 8 will be 
referenced from the 2.x branch and still target javax activation 
packages. The master version 9 will become the new master of the master 
branch, which will use the jakarta activation packages.

Changes:

+ upgraded parent apache pom to version 35
+ upgraded org.codehaus.mojo:extra-enforcer-rules to version 1.12.0
+ added Claude W. in the team (this time with a correct id)
