Hello,

I am interested in adding support for the new(-ish) JsonTool to a =
command line Velocity app, but am a bit confused by the usage docs.  I =
would like to add the default standard generic tools and also allow for =
configuration via the org.apache.velocity.tools system property.

initializing ToolManager and using its context builds ok but does not =
appear to work.  I am afraid I might be missing something obvious.
