[VOTE] [4.0.0] Stability Rating

Following the model the Tomcat developers follow, I'd like to put out a
vote for the stability rating of the first test release of Watchdog 4.0.

The bundles for both source and binary distributions can be located
here:

Please download the bundles, put them through their paces, and provide
you vote.

If the release is deemed relatively stable, the bundles will be moved to
a release directory and links will be provided from the binary and
source download pages.
