Watchdog to Latka conversion

I'm making some pretty good progress on converting the GTest scripts to
Latka.  I'm down to less than 30 errors, and some of those are known issues
that we're working on.  I think we'll be in place to make a formal proposal
soon.

I'm temporarily staging the conversion results here, until I can find a more
