There's a similar bug for the <for> task, here:

In there, I said I'd look at it "in a week", but that week has come and 
gone and I'm still caught up in the Vortex Of Emergency at work.

Anyway, you might look at how <for/> handles parallel builds and 
reporting of failures for parallel builds and/or when keepgoing==true.  
For the convenience of users, would probably be a good idea to keep the 
<for> and <foreach> behaviors similar.
