Chris,

Varban had good suggestions for watching the PATH, one the windows side, 
I like to test environment problems by running in Tomcat started up from 
the batch files so I know I share an environment with the application.

As for letting the script manage the StarTeam interactions, you can use 
the 'FileSystemRepository' to just point Anthill at a location where a 
script will do the work.
