I just ran:

cvs checkout -P -D"2006-07-20 15:56:25 GMT" Anthill-Example

With my CVS root as:
CVSROOT=:pserver:anthill-example-sRDrTyf8Zn/[email protected]:/usr/local/anthill-test

That seemed to work well. Is it possible you have a firewall which is blocking CVS from getting out?
