Akhilesh, I believe you need to add the java_options and addition classpaths to the JVM running the server not the JVM starting the server. This may be done through the console. Navigate to Servers/Application Servers/<server name> (server1 by default)/Process Definition/Java Virtual Machine. You will see a place to enter the Classpath, Boot Classpath, and Generic JVM arguments. Fill in the appropriate values and save to the master configuration. This should fix your problem.
