I realize that I'm pretty much answering my own question but it turns out there's a newer version of the suppression dtd that has the id attribute in it.

http://www.puppycrawl.com/dtds/suppressions_1_1.dtd

has the id attribute. The checkstyle documentation mentioned earlier probably needs to be updated to use this newer dtd.
