Why JAR file for source package?

BeanShell's source package (http://www.beanshell.org/bsh-2.0b4- 
src.jar) is only available in JAR format. Is there some reason for this?

I'm asking because the JAR package format makes it impossible to  
install BeanShell using Fink (http://fink.sourceforge.net/), which  
only supports TAR, GZIP, and BZIP2. If the source package were in one  
of these formats, I could write a Fink description file that would  
make BeanShell more accessible to thousands of Mac users.
