new automated build server for biojava

Hi,

Thanks to Cole, our sysadmin, we now have a publicly accessible
CruiseControl server that provides automated builds, whenever somebody
pushes to one of the biojava related git repositories.

The projects are configured to automatically upload successful snapshot
builds to the maven repository at

http://www.biojava.org/download/maven/
