[castor-dev] Added news item about project Wiki

Hi,

just made up my mind that we do want contributions from our users. As
such, I decided to link to the project's Wiki at

http://docs.codehaus.org/display/CASTOR

so that there's (again) a place where users can 'mark up' their own
content, be it tips, errata, etc.
