[castor-dev] Release of Castor 1.3.1

Hi,

can I please ask you to refrain from committing anything to SVN whilst I 
am to release Castor 1.3.1.

So far, I have manually uploaded the HTML docs (though not enabled yet) 
and the release distros.

In the evening, I will make the Maven release available, upload the 
reference guide and run a couple of cross-checks.

Last step will be to switch the symlink for the HTML docs to point to 
release 1.3.1.
