Hey Mike, 

From what I can tell, there's a wide variety of PRs from different contributors, so they need to be reviewed individually to make sure they are of proper quality, still make sense and don't break anything :)  

Not sure how the merge permissions work (you should definitely have the ability to do anything). But as a workaround, you can always pull each PR to a local branch, merge to master and push to the Apache repo.
