javamail licensing

i've been going through the various discussions of lgpl vs.
gpl+exception and i am now convinced that the latter is better. i intend
to change the licence under which the various javamail providers that i
hold the copyright for are distributed. i'd also like to recommend that
we change the licence for the api itself, however in this case the
copyright holder is the fsf - who do i need to talk to to organise it?

any comments, etc welcome.
