Due to a barrage of "denial of service" attacks on the CruiseControl Confluence site, the administrators must turn off anonymous edits to the wiki. I believe that any authenticated user, i.e. logged in user, will be able to freely edit/add/delete any of the Confluence wiki pages. I am not sure when this will take effect, but you should expect it soon. I believe that the hardware will be getting upgraded around the same time. So hopefully, these two measures will fix the site availability issues.
