The link to an artifact that contains a + in it's name is not being encoded correctly

EG:
flowd_20101028+r18023_all.deb

yields link
http://linuxbuild:8080/dashboard/tab/build/download/artifacts/FlowServer2/log20101028103545Lsvn.18023.xml/flowd_20101028+r18023_all.deb

With will lead to a 404

The + should be encode to a %2b
