The documents are generated by the JVM reflecting on the classes in the PluginRegistry. So the starteam, harvest, etc. plugin classes have to be compiled, on the classpath, and registered in the PluginRegistry in order to show up in the generated documentation. So anyone could set their classpath and default-plugins.properties file up so that those plugins would be included in the generated documentation.

I suppose we could even set up a special classpath and default-plugins.properties file just for use by GenDoc, allowing us to automatically generate documentation for the "contribs" plugins each time the build runs without actually building them into the releasable product.
